the fact that you're picking up the phone then hanging up on them registers as a connection on their end...in other words a person answered...that just triggers more calls to your number...best to block the call or not answer at all.
PS: Oh and forgot to mention they know when you make calls. In other words if you don't use your phone or a few days the calls don't come as often. As soon as they see your line is being used they start calling. So upsetting!
Tried both methods, hanging up on them quickly and letting it go to voice mail. Tonight I got my 14th call. Thought if they couldn't connect, might think that the number is not in service, they would stop calling. NOT!!! Only let it ring a partial ring and then disconnect. These people are relentless, rude, and wrong!!!
Debra, you seem to imply these scamming callers know when I use my phone to make calls of any kind. They don't. I have AT&T and it doesn't give out the usage patterns of its customers. Especially not to anonymous people.
At this point I think they have some maleficent ability to detect my phone usage.

Both on my private cell phone and using the call blocker on our business land line I have the ability to block any calls marked "Private" or "Unavailable" that come in without a phone number on CID. The call blocker came with the feature disabled, which I enabled when I set it up, and there must be a setting somewhere on my smartphone that I must have set (can't remember where it was and can't find it again) because the other day I just happened to pick it up and saw a scrolling message to the effect of "Call from unavailable number being sent to voice mail."
The way I see it is legitimate callers usually won't have their caller ID blocked, and if it's important they can leave a message.

Phone # 917 400 9461 unknown person and number can not speak english, just press ignore.
I don't know how you block a caller if the caller I.D. doesn't show a 10-digit number. I can't program "Unavailable 1" into my phone or using my phone company's call block (it's full). I do have Uverse so maybe I should talk to them. Does that really work even though they only allow me to block like 12 callers at a time?

Fed Up !!
I was getting calls from this number occasionally but over the last few days it's become several times a day. I was able to add it to my Panasonic phone's Block List, I doubt any LEGITIMATE business would have UNAVAILABLE for name and 1 for number in CID. Probably just enough spoofed data to get through anonymous call blocking.
A total scam. I usually say to such requests, "If I owe money then mail me a bill. If you provided a service, you should have my address. I only pay if I have a bill in front of me and can confirm it is money owed. If it is not, I turn it over to may attorney".

Well now they are up to making it UnAvailable 10... I've shut my answering machine off during the day now, so it just rings and rings and rings.. I've had 3 spam calls this wk.. one from them, one from " Local " , ( ha ha ) and the other from another UnAvailable, which is the old AT&T directory asst. number.. Not bad when I use to come home to 5 - 7 missed type of these calls at least 4 times a wk..

If we charged rent to all the trolls who take up space on this Forum we would have enough money to not need google ads!

Received a call from just "1" and Caller ID "Unavailable" on our house phone a few minutes ago. We have been receiving calls like this for days. So, out of curiosity I picked up. When I said "Hello," a young man's voice came on the line. He was calling for the Republican political party. [So, here's the deal, why is the calling # spoofed as just "1" and why is the proper caller ID not given?] He started thanking me for my support. I interruped that I did not support that political party and told him to remove our phone # from the calling list. No matter what the political affiliation of the calling organization, I don't like deception. This call was deceptive. Period.
