    Your email is a crock. I got a call from you...after 5 or 6 "hellos", the line disconnected. Apparently no operator was available and clearly you consider your time to be more important than mine. I am home with lung disease and need to leave the phone on for medical reasons but then I get bombarded by leeches that skirt the law. I might have the slightest respect if you made sure someone was actually at the other end of the phone when calling.

    These idiots are calling me to babysit their route drivers, make sure I received their stupid phone book!!?? What a waste of time! I'm on the DNC list because I don't want strangers ringing my phone. I told them last year I am not responsible for checking up on their drivers, and every time they call me I am going to "hit 9 for did not receive the phone book" and they can just keep delivering it (I leave it hanging on the fence until they stop calling; if they leave another book their drivers are as stupid as they are). Left a message with the company telling them, again, I am not their check-up service, and I don't want their stupid phone book anyway! Does anyone use the phone book anymore? As for the rule not applying to them becuase they are "not soliciting" - uh...hello...the phone book is nothing but a marketing tool, so uhyeah, they are soliciting. Either way, the phone book is not a good enough reason to harass me.

    Only part of their business is delivery. It mostly does telemarketing, which is the reason they are calling. See web site. They think they can present themselves to the government and everyone in a such way to get away with breaking the law.

    You are wrong about PDC.  PDC uses the phone calls for nothing more than quality assurance for its door-to-door phone book delivery service.  That service constitutes over 90% of its business.  The calls have nothing to do with telemarketing.  All you do say whether or not you received the book and the call is over.  I know, I used to work for them making the calls. It is unfortunate that they use a machine now, I find such calls annoying.  But such is "progress".  The company is very easy to reach by phone and I'm sure they would like an opportunity to set the record straight about what they do and why.  They were a terrific company to work for, family owned and really sincere.

    This is the info I've gathered so far regarding these scams, if I’ve missed anything please post it. I will be posting this message on all the boards I can find that report on this scam. I will change and up date the message as I gather more info.

    Update: I just saw a post that states that there is a link you can go to and record your own phony “This number is disconnected recording” so that pretty much answers how they did that. Here’s the link: www.payphone-directory.org/sounds.html

    That some or all the numbers are possibly listed with Bell South and an e-mail can be sent to Bell South regarding this to info@connectbellsouth.com .

    The people who call go by several names:

    Again these are the one's I've collected. If anyone has recieved one of these calls from someone giving a name different than the one's above on the list please post it.

    They are running at least 4 different scams:
    1. Offering to lower APR on credit card
    2. Offering to extend car warranty
    3. Offering free vacations
    4. Confirm delivery of telephone directories

    Here’s an e-mail address for a woman who calls herself “sue” and claims that she will teach you how to sue these people for a fee. suetelemarketers@yahoo.com I provide this for informational purposes only. I personally wouldn’t go this route and would advise others to be wary of this, it sounds like another scam.

    Product Development Corporation (PDC) is a national distributor of telephone directories.  PDC utilizes phone calls to confirm delivery of telephone directories.  PDC does not leave the survey questions on an answering machine.  The Federal Do-Not-Call legislation does not appy to organizations that are not soliciting (selling or marketing something). PDC is not soliciting.

    PDC uses delivery verification through phone calls because of the cost and quality of this quality control method.  This type of quality control process is done by all the major companies in the distribution of telephone directories.  Having said this, PDC is aware and respects that there are individuals that would not like to be part of this type of survey.  As a result, PDC has created its own internal Do-No-Call list.  If you or anyone else would like to have their phone number removed from our calling lists, please email the phone number you wish to be removed to DoNotCall@teampdc.com.  

    I would like to reiterate that delivery verification calling is a quality control standard in our industry and that each company that does this type of quality control is responsible for their own list.  As such, even though PDC will no longer contact all numbers that are requested to be on our DoNoCall list, you may be contacted by others that do not have this capability.

    Actually, Mr. Duke, my mother works for PDC as a software developer. They do, in fact, create the list of phone numbers for households they deliver to (i.e. the phone number published in the phone directories they deliver), hire people who are looking for a little extra cash (I did deliveries as part of my sports fund raiser with my team) and then their automated system does follow up calls to random households to verify the delivery (for which I, too, received a call this year). This is a legit number for a legit company making legit survey calls. There is nothing scummy about these calls. Oh, by the way, they are not covered by the Do Not Call listing because they are not telemarketers (they are not trying to sell you anything) and even if it WAS covered, PDC has already established a business relationship with you by providing (or attempting to provide) a phone directory to the residence listed with your phone number.

    By the way, PDC is only affiliated with Verizon (or any other phone company) in the fact that the phone companies provide the numbers and information for these directories to be made. Please don't mix the two because of a personal vendetta you have against one or the other.

    Let me give you a run down on how the system works (to keep it short, I'll explain the delivery process, which is why the calls are being made in the first place).

    PDC hires a large number of people to make the deliveries. They are paid a small amount per book delivered with additional small bonuses (such as houses not listed or the resident requests additional books). To keep things organized, lists of streets containing different addresses to deliver to are given to each group. After making the deliveries the group then hands in the sheets with the undeliverables marked off (reasons such as a gate, dog, or no residence found are common) to report their work done. A short time later, they are compensated for their work.

    So, who's to say that the deliveries are all marked successful but instead the person just tosses them into the nearest dumpster? That, my dear friend, is what these random quality control calls are for. They're done during the wait period when the deliverer is waiting for payment. When they work successfully (and they usually do) the person only has to indicate that they did, in fact, receive their book.

    So, in theory, if you would rather they do without the calls you can expect to NOT get your new phone book because it's been thrown into the dumpster.

    If you don't like the call, email them like they instruct on the website. If you're so worried about them getting your personal or business address then you can EASILY create a free one at Yahoo, Hotmail, or Gmail for this purpose.

    In turn, I can put in the suggestion to them via my mother to add a phone number to call for this purpose. Sound fair?

    Thanks so much for this website. I will continue to register complaints on the Do Not Call list for "Product Dev" and the other numbers that call and hang up on me. I really appreciate all your research to find out who these annoying people are who are wasting my time and energy, and taking me away from my kid! We're typically interrupted 2-3 times each day with repeated rings (so help me if you wake her up again!). I tried just clicking the phone to answer and immediately clicking it again to hang up again, but they just call back. No one is ever there! I need to have the landline because our cell service isn't great at home and what if there is an emergency (plus, I've been getting spam texts on the cell now, so agh!)?  Just ask to be removed?  Just ignore it?  How about you just leave me alone?  There are plenty of credible jobs you can do to support charities better and plenty to support yourself that do not involve interrupting our lives to see if we got the phone books we didn't ask for.  Do you know how many companies bring me phone books now?!  I don't use them!!!  You can stop sending those, too!

    The way you explain it, it sounds very fair. I have no problem with a company calling ONE time and asking if a product they sent was recieved.

    Here's the problem, and if you take time to read the rest of the comments on this board, you'll see I'm not the only one.

    When they call, at least when they call me, and I answer, I get dead air. I will even wait a minute just in case someone comes on the line, but I get nothing. So I hang up. Then they call again. Dead air. OK, so I hang up.

    Then they call AGAIN. I don't answer. No message left. So I call the number back. In the case of this phone number, I get a message saying, "I'm sorry, this mail box is full." No customer service rep answering to explain to me why they're calling me. No one to say, "Yes I recieved your phone book." or "Please stop calling me, please." The only thing I get are hang up calls and a full mailbox.

    So though you have a nice little story to tell there, as far as I'm concerned, it's fiction. I don't know why these people have chosen to make these kinds of calls, but they do, and it's annoying.

    When I was a kid I admit I made a few prank calls. This was in the days before caller ID. But even I didn't do it to this degree. I didn't call the same person time and time again day after day. Does mom like to do that? Does she get a kick out of waking up napping babies, bothering stay at home moms and elderly people?

    If that's her job, then she's very good at it. But I wouldn't call it quality control.

    The National DNC legislation may not apply to you. But it's still illegal to call people's cell phone numbers from an automatic dialer.

    This company has started calling me and they just hang up. DoNotCall won't help since they are not soliciting for profit, apparently. Back in the old days, you know, when common sense ruled, it used to be that if someone called you and just hung up, after a few times it was harrassment and would be pursued as such by the phone company (they'd put a tracer on your line).
    Apparently, these days, this isn't considered harrassment. Well, I consider it as such, no matter what anyone says. Time people realized that as long as they are PAYING for their own line to have a phone, that THEY are in control of that phone, NOT anyone who just wants to call whenever and for whatever reason, laws be damned. It is COMMON SENSE.
    To me, these "companies" have two choices:
    (1) they can send me mail requesting if they can call me; or
    (2) they can give me the home number of the "head honcho" including those making the calls so I can call them any time I want and hang up on them.

    Until they do one of the two, they can all go to you know where. lol
