I received a call from this number today about a turnpike violation that took place in 2007.  I never heard from the City of Chicago,and now I'm finding out it has been turned over to this law firm for collections.  I did visit Chicago in 2007, but I simply do not recall going through a turnpike terminal without paying.  My research says that the fine for this is under $50, and they are telling me that I owe $283.80.  This Missourian will never go to Chicago again!  They are telling me that my ONLY recourse is to pay the fee. HELP!

I forgot to mention the number was 312-604-7186.

This is the same person I received a call from this morning. The person they were trying to reach ended in my last name except it is a bank and just so happens to be where I work. The name they were trying to reach was stated in a computer automated voice. I am no where near Chicago or Illinois....

I had been getting calls from these people for forever!! So finally I called them back and talked to a person who asked me to fax my canceled check (the check where I paid my parking ticket to the city) and I did so. She said everything was in order and she would update her records. She also suggested that I call the city to rectify it with them. I did that (although I can't remember who I sent the fax to)...... now it is a year and a half later and here they are calling me again. Can we sue these people for harrassment? Maybe a class action against them? I have a canceled check that I sent to the city on December 1st 2007, they didn't cash it until February 25th 2008 and they say they want me to pay a late fine .... ARGH......

The person asked for me by name and was slurring like he was drunk and then he hung up.  WTF.

We got the annoying phone sevral times.  Caller ID shows:

I called back eventually and person who answered phone said they are looking for someone with a name I even do not know.

They promised to delete my phone number from their record

The question is who are they? Waht are they trying to do?

These people called asking for my ex-husband who I've been divorced from for 6 years.  Telling me that him & I owe $8300 in toll fines.  What the heck!  They told me it's something back in 2006 & 2007 and they don't have even have the correct address that they supposedly been sending the documentation to.  They told me that if it's not taken care of that his & my drivers license will be suspended!   Again what the heck.  I have no way of contacting my ex-huband on this at all!!!  Now what???  His car is not in my name any longer and they are saying that my name is on the title.

I received calls w the recording as well. A web search pulled up the info and phone number Arnold Scott Harris, P.C.-(866) 635-3794. I called and had an actual human answer the phone! I did give them the phone number that they were calling and they said that they do not have that phone number associated with a collection and will remove it from the call list... we'll see what happens - hopefully the calls will stop.  In any event, details are below.

Contract approved to collect past due court fines, fees

JOLIET – Will County State’s Attorney James Glasgow and Will County Circuit Clerk Pam McGuire announce they have approved a contract with a top collection agency that will be assigned to collect hundreds of thousands of dollars in past-due court fines and fees.
The state’s attorney and the circuit clerk have entered into a contract with Harris and Harris Ltd. and the law offices of Arnold Scott Harris to collect past-due court debts. The respected Chicago-based collections business and legal firm were selected from among a half-dozen firms that had submitted proposals.
“This contract will enable Harris and Harris to begin collecting debts owed by thousands of people who, for whatever reason, have chosen not to pay their court-ordered fines or fees,” Glasgow said. “These newly collected revenues will be disbursed to the county and to other municipalities, hopefully to cover the costs of providing court-related and law enforcement services.”
“We are constantly looking for sources of revenue to lessen the burden on the taxpayers of Will County,” McGuire said. “I feel this initiative will result in considerable amounts of money for the County of Will, local municipalities and the State of Illinois.”
McGuire added: “I realize this will result in a substantial increase in the workload of our employees through answering phone calls, scheduling motions, taking in payments and notifying the state of payment information. But this is a positive endeavor that will assist the county. I would encourage anyone who has unpaid court costs to come forward and pay them now to avoid future collection efforts.”
The Circuit Clerk’s Office estimates that defendants in 2005 ignored nearly $936,000 in felony fines, $246,000 in misdemeanor fines, $479,000 in ordinance violation fines and $6,600 for conservation violation fines. Collecting even a small portion of these past-due debts will assist the county and other municipalities as they grapple with tight budgets.
Glasgow and McGuire’s offices researched potential collection companies over the past several months. They settled on Harris and Harris for numerous reasons:
•    The company currently provides this service for circuit clerks in both Cook and DuPage counties and comes highly recommended by officials from both counties.
•    The collections business is affiliated with a respected Chicago legal firm, thereby ensuring a legal and ethical approach to retrieving past-due debts.
•    The contract allows for the monitoring of collections activities over the Internet in real time, allowing Will County officials to make certain the county is being professionally represented and that those who are contacted about past-due debts are treated respectfully.
•    The team of professionals designated by Harris and Harris to service the contract exhibited an extensive background of experience and knowledge.  
•    The company helped to draft state legislation last year that enabled counties to add a small fee on top of past-due fines or judgments for collections purposes. The company is paid through the fee, which means local governments receive 100 percent of any past-due money that is collected.
“A great many of the people who are fined by our local courts pay their debts,” Glasgow said. “The circuit clerk and I are taking the steps necessary to collect fines from those who think they can shirk their court-ordered financial obligations.”

Wow, I just got a call too and she told her name was Miss Cash too,like other they wanted me to fax in my un-employment info, I think not I don't even know if was a real call. They said I 3 violation I had no ideal I had three. reading everyone comments make me question this. I live out state. Now I am not sending in no payment without so proof in the mail.

I have the very same issue with these street thugs.That's all Chicago is...hoods and street thugs from the Mayor's office down. The Illinois State Attorney General's Office told these people to get caught up on their tickets or forget it. They need to address the issue within a month of the offense or don't pursue it.

Chicago is desperate for welfare money and democratic party campaign funds so they're screwing and swindling every one they can.

Law offices of Arnold Harris. It took two years to address an "alleged" turn pike" offense. An unpaid toll. The Illinois Attorney General already told the toll road collectors to get these issues addressed within a month of the occurrence or forget it. I understand that numerous law suits have been filed by those charged with toll road tickets.

I get calls two and three times a day from Arnold Scott Harris's office.

I've been getting calls from this number at least twice per week for about a month now.  No one ever says anything and eventually I have to hang up.  When I call the number back its an automated answer saying "Welcome to the Law Offices of Arnold Scott Harris" and when I speak to someone they say they don't know why I was contacted.

These people are crazy!  I recieved calls from the Law Offices of Arnold Scott Harris about an "outstanding debt" I had even though I never recieved an invoice or any sort of bill.  The lady I was talking to didn't even know any of the details about the case she was trying to collect on.  It was very difficult to try and solve this problem when the person calling me only knew about the balance of the debt nothing else.  It took them 3 months to figure out that I actually paid these fines and fees.  Then she told me there was still a balance of 90 dollars but couldn't tell for what.  The lady I dealt with was extremely rude and didn't know how to handle simple situations.  This is a very shotty business and at times I felt it was a scam.

I would be interested in taking these morons to court....it seems that is how they do business. This law firm is sooo unprofessional and unable to even hold a normal conversation.  I have never met a bunch of people in a law firm that are so dumb they can't even look up a zip code and check it is correct before attempting to mail the limited information they can provide you on what they are wanting to so dramatically make you feel like a criminal for. If I could meet them in person I would not be so nice! Unpaid toll violations made by someone else other than myself and neither the tollway or this silly law office are able to COMMUNICATE let alone come to a reasonable agreement to finalize the matter. You cannot even be heard by anyone with any power except the unintelligent who have been hired by the state to chase debts......what the heck is this country coming to? Is there not a business regulation system in place by the government or do the maffia get away with what they want in illisnois? Maybe the rumors are true!

these people are rude, they take you through hell, and then give you different information everytime you call.  They apparently don't know what they are doing.

I found this information about The Law Offices of Arnold Scott Harris on the Mclean County Circuit Clerk website.  There is a new number listed there to actually get ahold of a person and not a call service.

There is Illinois State University, Lincoln College, Heartland Community College, among other universitys in this area.  This could be an attempt to collect parking ticket fees from Bloomington, Illinois and not Chicago.  This is probably why the person calling has no information and decide to act like [***]!  What worked for me to get them to stop was answering the phone in broken, high school class Spanish everytime...and I dont speak Spanish very well!  They finally stopped calling!
