They are calling me for old tollway violations from 2002!  I paid these tickets off in 2005 or else they were going to suspend my license.  Now some 5 years later they're coming knocking at my door asking for more money.  What a bunch of crooks!!  Now I have to try to find cancelled checks from 5 years ago.  How the heck am I supposed to find that.  Geez what a mess.

As others have stated, this is a call from the Law Offices of Arnold Scott Harris.  They have been contracted to perform collections for the City of Chicago and the Illinois Tollway.

I cannot stand this process!!! 1St they garnish my wages for the 4 tickets I owed. Fine, my company took the money out of my check so be it it's paid right? WRONG! A month later Harris and Harris still has not sent my employer the paperwork to have the funds released to them. So I called and asked what happens if I am booted while they try to get their paperwork together? I have to pay the tickets, boot fee, tow, impound, and what have you, even though the payment is due to THEIR delay. If I pay all of this I then have to WAIT for them to get new paperwork together to have my employer either give me back the amount that was garnished, or WAIT for Harris and Harris to send me back the money. I SWEAR IF I GET BOOTED THERE WILL BE BLOOD ON THE DANCEFLOOR!!!

The calls I received came from Arnold Scott Harris, P.C. a/k/a Harris & Harris (312) 348-1558.  Apparently they use several different numbers.  This is a law firm performing debt collection work.  They use an automated calling system which contains inaccurate phone numbers.  During Jan., Feb. and March 2010, they called my home repeatedly during the day while I was at work and loaded up my answering machine with messages from "Ms. Grant."  (My family and I don’t owe money, so Mr. Harris, his firm, and "Ms. Grant" had no reason to call.)  When I finally had enough of the unwanted phone calls, I called them back.  The young lady who answered the phone was rude and confrontational right from the start, insisting I must have an "account" with them.  She searched and searched, didn't find anything, and reluctantly said she would remove my number from their automated call list.  The kicker – after they had repeatedly called my home for days, the young lady actually said "don't you have anything better to do than call the Law Offices of Arnold Scott Harris?" Please be wary of this outfit.

I actually paid a balance amount they gave me of some unpaid toll way tickets, and its been over a month and still haven't received a freakin receipt or confirmation of payment.  How would that not make me feel like its not a scam.

I thought it might have been a scam too so i called the IL tollway customer service # and they confirmed that I did in fact owe the violations and I asked for the collection company's info and it matched with Arnold Scott Harris.

Here's the legal name of the law firm. They indeed got a contract from CHGO since NOV 2006.  But the practice still sounds shady.

I just received a call this morning from A,S. Harris  Law Office about unpaid tolls, SHE HAD THE WRONG PERSON AT FIRST!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!   Then she tells me that I must send in proof that I paid my toll violations, and it may be accepted! There had to be specific info on my check to show proof. She did not tell me what kind of proof!!!!

I have been paying Arnold Scott Harris $100 a month for about 3 years on a debt I owe the State of Illinois for past due taxes. The original amount was about $3,000. Attempts to find out the balance due have gone unanswered. My last attempt was an SAE with a note requesting that they send me an accounting of the monies paid and the balance due, but I haven't heard from them. I don't believe it's right for them to not respond to my request. Is there anything that can be done to find out how much I owe? Oh, the phone number I have is similar to the one on this site. they just called my mothers house and told they were going to suspend my Drivers license because i have so many tickets.  I have 1 street cleaning ticket I received last month that i am protesting.  Not sure who is worse , Arnold, Scoot Harris or the City!

Hello mt. I am a former Chicagoan, (born and raised in Norwood Park). I moved out of Illinois in 2006, and personally believe it was the smartest thing I have ever done in my life.
Chicago is a cesspool of corruption, and the city does not do one bit of business without a friend, family member, or a "confidential friend" of a friend receiving some form of kick back or future (financial) consideration.
If Harris is conducting business for the City of Chicago, then most likely, Harris has been handed the "no bid contract" by someone within the all powerful Democrat party-machine. Odds are that Harris is completely understaffed to handle the tremendously huge business of toll collections. However, it will continue to harrass anyone through the use of preset phone technology until those being harrassed get so fed up with the calls that they call the firm in an attempt to resolve the issues, or make the calls stop. Once the call is placed, the firm captures the callers name, address and phone number, and then doubles and triples its efforts to extract monies from them.
The City of Chicago is broke, Cook County is broke, and the State of Illinois is actually in worse finacial shape then the State of California. It cannot last, and will eventually implode, thanks to the insane greed of its politicians, and because of the immense stupidity of her residents who have continued to elect the same theives for office.

I received a call from the Law offices of Arnold Scott Harris and felt I was being harassed from the onset. I called the Illinois Tollway and told the I was being harassed and that I never received any toll violation notice. I settled the account directly with them for the $4.00 in unpaid tolls and a $20.00 fine. A fraction of the $236 dollars, or whatever it was, that the debt collector quoted.

same thing happened to me today! My ex-husband refi the car and removed my name. So I was told that since my name was on the title that I have to pay $1,275.60 for toll violations. I tried arguing with them. They threatened me that they would suspend my lisc. and my credit. I called the sec. of state and evidently they are a collection agency. RIDICULOUS!

I have been receiving the same messages. I asked them for an address and they gave me the Merchandise Mart, Chicago, IL. I looked it up online and there is no record of them...

These guys sent a letter 3 years after three fines on the tollway, seriously, $3.00 turned into over $200.  THing is that I've never moved and was at the same house for years.  Illinois Toll road never ever sent any sort of paperwork for fines.  As if they are conspiring, by saying they sent mail only to let the fines double and triple with interest and split the profits.  And they can do this or take your license away, etc.  Total load of crap.  They should have to send you notice of the fine within a week and require a direct signature, no way I would have let this slide knowing that they are crooks in bed with the state lawmakers.  Jus t because the law is the law, doesn't make it right.  Man's law is not God's law.

So when I got a letter from these people around January 2010 that said I owed $3,553 to DuPage County Circuit Clerk I didn't really question it. I hit a few bumps in the road and just wanted to straighten out whatever fines I had and never paid. In Febuary 2010 I paid the amount in full, and at the same time I made the appropriate phone calls to make sure I didn't owe any other county or city fines. All my debt was paid, so I thought. Today I get a letter from Aronld Scott Harris that says I owe $1,436.50!!!!  WHAT?!?!  I made 2 phone calls, one to dupage co clerk and one to this supposed "law firm". When I went on dupagecase.com, I saw the correct amount that I actually owe... $57.92. REALLY makes me question the $3500 I paid them. I called and gave them the account number for that debt that I paid in Feb, and said I never got a receipt or any documentation saying I paid, they said "use your check as a receipt"  I will be following up with DuPage County because I can only find one ticket for no valid registration that was paid in feb... i highly doubt a no registration fine is $3500.  I will find out where that money went and definitly be more cautious about anyone trying to collect a non existent debt.

I had an outstanding fee with the tollway.. years later this law office called me to collect. I received no letters from the tollway first that I owed anything, and I didn't come close to believing this phone number that needed a payment now!! ...but to my surprise I called the tollway to confirm... and they did. They confirmed the exact dollar amount I owed, and that they billed it to a collection agency..which made me feel a little better. But, the documentation and letters need to be improved ...and this law office needs to not sound so shady when they call you.
