I'm thinking the actions of this person is against the TOS as basically the poster is waging a DOS attack, and because of that is denying other posters possible accessibility.

The IRS reminds people that they can know pretty easily when a supposed IRS caller is a fake. Here are five things the scammers often do but the IRS will not do. Any one of these five things is a tell-tale sign of a scam. The IRS will never:
Call to demand immediate payment, nor will we call about taxes owed without first having mailed you a bill..

Demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe.

Require you to use a specific payment method for your taxes, such as a prepaid debit card.

Ask for credit or debit card numbers over the phone.

Threaten to bring in local police or other law-enforcement groups to have you arrested for not paying.

DOS attack? OMG, you got me. It was MS-DOS 1.28. I had to use that method because a simple copy and past would not have prevented other users from posting or comply with the sites TOS.

This number called our office and when the phone was answered as a business there was dead air then the call disconnected. The CID showed 'IRS.' I called the number back and got a canned poorly recorded message that the number I was trying to call was not in service -- in a very Middle Eastern accent. Does this mean that the IRS has gone out of business?

I am surprised this scam is still around nearly 7-8 years later :-) (I see the earliest responses from 2011/2012!). Same drill, caller ID says "IRS", provides a "case #" and an call back number (mine was 877-968-3413), asking to call back by the end of the day (provides times 8am to 8pm, without any word on the time zone - another spammer clue). And, as JMD observed above, when I called the 716# just to check, I got the same "not in service" message in a distinctly foreign accent. The other clue is that the message is left in a US accent, but the case# is left in a synthesized voice accent - why would an IRS agent (yes, I know, the IRS does not call, they send notices via USPS - got that!) leaving a message not simply read out the case# - another spammer clue. Anyway, its amazing this thing is still going 8 years later. BTW, when I called the 877#, it says "Welcome to the Internal Revenue Service", then puts me on standard hold music, with intermittent messages saying "the next available customer service representative will be with you shortly." Then it says  "you can go to www.irs.gov/payment" and other info. about how you can make payments online, and encourages you to "consider hanging up now" so that you can "explore the online options available to you". So, this is a scam to make you go online and give personal information that can potentially be exploited. BTW, the messages encourage you to use your "credit card" to make payments to the IRS!
Every few minutes the message says "IRS offers safe and secure online payment options", and keeps directing you to "www.irs.gov/payments". I am putting this here, so that anyone calling the number is not further fooled or scammed.

Continuing from the earlier message ... interestingly www.irs.gov/payments does indeed seem to go to the payments page of the IRS (of course, one could easily enough spoof the page, but it does seem one ends up at the IRS payments page using this url). So, not sure exactly what the spammers/scammers get by doing this - that's a mystery to me ...
