This is a Pakistan or India based IRS scam. Do not fall for this. The IRS does not initiate any legal action via phone.

There are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml
2) Help kill their phone lines. The scammers use voice over IP lines (e.g. magicjack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of use and can lead to termination of their contract. However most of the time only law enforcement can initiate the contact if you yourself are not a customer. Therefore, report it also to your local law enforcement agency.
3) Ultimately this is a case for the FBI legal attache in Islamabad or New Delhi. So if you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies the political backing and the resources they need to work in India and Pakistan with local authorities. Such a task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). It can happen on the subcontinent as well if you only take a little time to write and voice your anger. You can use the following template for your letter or email:

Dear Senator/Representative XXX

As your constituent, I am writing to urge you to demand decisive action from the FBI, the IRS and other federal agencies against organized crime directed against American citizens from abroad.

As widely reported by local and national media all across the United States and warned about by the Treasury Inspector General for Tax Administration (see http://www.treasury.gov/tigta/press/press_tigta-2014-03.htm) a tidal wave of fraud using Internet phones has hit the United States. Millions of dollars already have been stolen by criminals impersonating federal officers while hiding in countries like India and Pakistan, where most of the calls originate. There seems to be no end of it in sight.

I have personally been targeted by these scammers but it is the most vulnerable among us that I am concerned about primarily. The scheme is specifically singling out those that can least defend themselves against these crimes, in particular the elderly. I am also worried that given the origin of these gangsters, the money stolen from US citizens may be used for financing of terrorism or other activities directed against the national interests of the United States. But in spite of this clear and present danger to our country and its citizens I have seen no action worth mentioning by the FBI, the IRS or other federal agencies so far.

As a member of Congress overseeing the law enforcement agencies tasked with fighting fraud and ensuring national security, I implore you to make sure that they act on these threats and are given all the necessary resources to target these criminals in cooperation with foreign law enforcement.

If this is irs why do i not get registered mail

just received a phone call from 1 716 206 3218 . They left a taped message to contact irs immediately at 1 877 968 3413 before 8 pm. tonight. I called this number back and they said this number is not in service. Today is 8 /6/2014.....

Got a message from 716 206-3218 saying they were the internal revenue service and i need to call them before the end of the day.  I thought to myself NO WAY! it's a scam....

The IRS does not make cold calls. The IRS will send a letter explaining the nature of the inquiry. Look at the real IRS website. The real IRS provides clues as to how even simple moinded folks can detect a scam. The IRS will never:

1.Call you about taxes you owe without first mailing you an official notice.

A cold call from the IRS is number one. Simple as that. Be careful... crooks are much more clever than those they prey on.

Said it was from IRS.  Had name of one of my real clients.  Person sounded very legit.  Was asking me to cancel Form 2848 if I did not represent the client anymore and had correct address to send it to.  I know IRS normally does not contact by phone, but sometimes they can.  Is this a SCAM or not?

Obviously always check, and maybe this particular number is a scam.  But yes, THE IRS DOES CONTACT YOU DIRECTLY over the phone, as well as through the mail.  

Regular ACS agents nornally do not call out.  Most taxpayers would be handled by ACS, the irs call center.

Revenue Officers (and Offer Examiners) do call clients and POA.  These are THE specific IRS agent assigned to your case; you will have already seen something in the mail, or the RO may have visited your business.

Not sure why the EA said this doesn't happen, yes it can.

Got a voice mail in Chinese accent about IRS tax fraud, case number and urgent matter. Ignored it. He called again. I picked up. He asked me, in his Chinese accent and broken grammar, to confirm my identity by giving more information and that I must settle right away using a debit card, or face arrest within the hour. I told him he is a scam. That was 3 days ago.

I just got a call from 1-716-206-3218.  The "auto" message gave the same info as in the above comments.  Apparently this scam is firing up again.  Spread the word that it is a scam.

Recieved a call from someone telling me that it was very URGENT that i call the IRS before the close of business and left a case # 5457909488.   They did not ask to speak with anyone specifically and I do not owe any taxes.... there is no reason for me to call the IRS.  This sounds like a scam.... I will not be calling back.....

Got a call from 716.513.9442. Officer Jason Clark and Jessica Roland both left voicemails. Said they were IRS. Called back.got a recording.  I was instructed to call back immediately. Or they would contact my lawyer

Voice recording claiming to be irs requesting call back with claim#.  Not calling back.

That number is a scam.

We use the Only if you know us press 1 recording before our phone will ring. So by the time this call came through it was saying something about a case number and to call back. I came to my computer and entered this number and found complaints already for it. I did try to call them back to see if it says what the company name is, but it says no longer in service. Not sure how it called me if it is not in service/

This call seemed to be from a computerized recording, stating that I should call an 877 number, and then when answered  give another identifying number.  I wrote NEITHER number down. IRS DOES NOT CALL
