Received an automated voice mail from this number. I called back. The man on the line stated the company in Penn Credit. Asked me for my information. I refused to give it to him. He said I was being evasive and hung up.

This number calls every day and never leaves a message.  I finally called back.  Very nice lady identified the company as Penn Credit and gave me the name of the person they were trying to reach - a person who does not live at my number. I told her this and she politely said she would remove my number from the list.  I hope she does.

Good luck. They are well known debt scammers that violate every federal and state collection law there is.

You need to send them a certified, return receipt debt validation, cease and desist calling, or "not me" letter (think of it as the best $6.47 you ever invested).  Also send it first class mail in case no one will sign for it.  Make a notation of that fact at the bottom of the letter.  You also need to report them to the proper agencies to which I have provided links to.  Then you need to go out and get a consumer lawyer to sue them on a contingency basis (no money out of your pocket) and let them pay you for the harassment.  If everyone did these three things, these crooks would be bankrupt and we would all be the richer for it.  Use these web sites to find an attorney in your state that will probably take the case on a contingency basis (no money out of your pocket up front):  http://www.consumeradvocates.org/
    http://www.consumeradvocates.org/find-an-atto ... tates_value=All

Everything else you need to know follows including at least two agencies where you should report their criminal activities.

PENN CREDIT AND COLLECTIONS ALSO GOES BY PENN CREDIT CORPORATION.
Alternate Business names:  C.C.C., CENTRAL CREDIT CONTROL, DEGARCIA, DONALD C. DONAGHER, JR.
They are known to be rude (especially someone named Jennifer who lies as well), and to attempt to collect debts after they were asked to validate them but did not.

It is incumbent upon them under the law to prove that the debt exists and that you owe it, and that they have the legal right to collect it.  You are not obligated under the law to prove that you don’t owe or that it is paid.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

Read up on your rights here and also make a complaint at this government site:  http://www.consumerfinance.gov/

When I said "hello" I got the middle part of a recording about "if I am that person to press one"  I did not know what person they were trying to reach.  I stayed on and found out they wanted a Julianna.  I am not Julianna and I do not know anyone by that name.  I pressed one and told the lady who answered.  She said she would remove my number from their call list.

We've been getting calls from this number twice a day for a couple of days.  Answer, "Hello", recorded message says, "We have an important business message for you, press 1 to hear this message in English."  This is typical of a debt collector.  But, we never respond to recorded messages.  I called the number, immediately got a live person, it is Penn Credit.  They were trying to collect a debt for a person that does not live here.  The rep was nice, polite and told me that often they get a transposed number etc causing them to call the wrong number.  She said she would remove our number from their call list.  We'll see if the calls stop.

This number has been calling twice a day every other day for probably a year! My landline is strictly used for the Internet. It doesn't ring and I don't have an answering machine on it. The only reason I know these idiots call is the occasional checking of my caller ID. So go ahead and keep calling - I don't hear you and you can't leave a message!

They called here at 8:15 in the morning on 2/16/18 . And I could hardly understand what she was saying. From Penn credit collection. I told her my address and she just hung up. I called the # back and asked again who this is and was told a collection agency looking for  a Teresa Brown in Brooksville, Fl., I don't live in Brooksville and I never have and that I do not appreciate being called at that time in the morning. First off I am not the person they are looking for and second Florida has laws on being called at certain times of the day and night from a collection agency. I have the # wrote down, time of day and what day it is that they called. If I continue to receive any calls from them ,I will see them in court and they will be paying me a check. To the collection agency I suggest you check Florida laws .

Florida Collection Laws seem to mirror the FDCPA as far as times allowed to call which would be 8 am to 9 pm your time.  So in that respect, the call was legally made.  Now, the good news is that a permanent solution to your problem has been posted.  Maybe you should read it?
