Huffington Post has a good article about the failure of the DNC laws:

The other thing collection companies do is what is called a "reverse lookup".  Debt collectors look at old addresses and do a reverse lookup for the address and then call any telephone number associated with the address: even if the phone number has belonged to someone else for ten years!  (I know; I'm that person who gets the calls.)  Another thing debt collectors do is simply call any telephone number ever associated with the person who allegedly has a debt to see if there is a response and if the alleged debtor has returned to the number.  I have lived in this house for over ten years; I have had the same telephone number for fifteen years; I have had the same cell number since my first cell phone purchase; I still get calls for the same people who may have once lived in my house because my phone numbers are tied into the address.

Last week, my neighbors were called to see if perchance one of them could get me to call back because the call was urgent.  My neighbor informed the caller that no such person had lived at that address for years.

We are still getting the calls.

They keep calling 5-7 times a day. I do not take a call. But taking into account the calls from We Care almost every 10 -15 minutes and from many other suspicious numbers, it is very annoying.

i receive multiple phone call from this number.  at times it is an automated voice message asking for a person i do not know who has never had my UNLISTED PHONE NUMBER which is has been on the national DO NOT CALL LIST for years.  at times, it is a call and immediate hang up.  calls are as early as 8:00 am weekdays & weekends, and often into late evenings.  this morning, i spoke to someone after they called at 7:58 am!!! and told her that the person she was trying to reach was not at this number, and i found these repeated calls to be harassing and rude.  i said i would report her company if they did not stop.  she asked for my phone number and said it might take "up to 24 hours" for the change to her system to take effect.  since that time, i have received additional call from them at 1:05 pm and 6:06 pm.  previously, i never received more than 2 of these harassing and annoying calls per day.  it seems that when i  told this person at the company that i found these calls to be harassing and demanded that they stop calling me; they chose instead to increase their harassment.  I HAVE REPORTED THEM TO THE ATTY GENERAL AND REQUESTED ACTION BE TAKEN AGAINST THEM.

Calls everyday.  Comes up as "Unavailable" on the caller ID and we don't answer calls that refuse to identify themselves.  Leaves a recorded message for "Steve" and I have no idea who they are looking for.

    Re:Ronald
Have been receiving collection calls for "Ronald" from 1-800-900-1380.  I Have asked NOT to receive these calls.  The Persistently Harrassing Phone Person said that if I didn't tell them whether or not  "Ronald" lived here they would continue making calls".  And, they have continued calling for "Ronald".  It's none of their business who lives with me or does not live with me at my home.     If they checked the number they were calling they would see that it is not a number listed in the name of "Ronald" and that they are calling and harrassing people totally unassociated with the debt they are trying to collect.      Our house phone does not belong to "Ronald" and it does not belong to "Debt Collectors".    I checked and by simply dialing *60 on my phone and following the prompts I blocked calls from this number.  I'm sure these nasty mean debt collectors will continue calling home phones NOT ASSOCIATED with the person they are searching for and insist on speaking to the "Ronalds" of the world.  They will continue to harrass and disrupt the peace and privacy of Innocent People--It's a crying shame and should be illegal for them to conduct their search and their business by way of harrassing private citizens who are totally unassociated to the debt itself.

I'll be rude to anyone I want to who solicits my phone number that I pay for and chooses to call me with their sneaky crap, which is always rude.
Until you pay my phone bill don't tell me how to talk to callers from numbers that don't provide caller ID  along with a name in hopes they get some sucker to pick it up and exploit information out of them.
If you call my house and I quickly determine whats going is some form or scam on be ready for some rough talk about your Mom or sisters private parts.
There are proper channels and procedure to go through legally to locate someone who has defaulted and there are also time limits on collections with most original lenders act on before the SOL expires .... and there are more boiler room junk collectors then anything.  But that cost more money then the low wage call center job and the flunky making the calls bothering people.

Person they have been calling for debt collection has been divorced from my husband for over 4 years, but may be abusing our now new, unpublished telephone number in spite to shake the responsibility to answer to her own debt.  (already emailed Penn to delete our phone number associated with this person)

How can I get rid of this annoying call - I never can talk to anyone - no one is at their "agent" phone to answer --- they always say that there are no agent available to answer.  -  The message is garbled, can't even tell who it is they are calling for -  apparently the person they are after is someone that owes money for a magazine subscription, altho 1) no one here at this number has EVER ordered such a magazine - and 2) I can never get connected to tell them that fact.  HOW on earth can they continue to call, especailly when I am on the do not call list -------

Here's the deal...if you call back and calmly explain that the person they are attempting to contact isn't associated with the called number, they are obliged to remove your number from association with that person (takes 24 hours). After that point, you shouldn't get any callbacks. I have been succesful with this as long as you can get someone to answer and stay on the line when yo call back. I think being calm and respectful helps to resolve the issue.

The phone # 800-900-1380 Is from penn credit collections! If you or the person who had your current phone number before you, owes a debit at all, penn credit collections will keep trying to collect what ever debt until they are satisfied that you either are or are not the person(s) they are looking for! Do Not give out your personal information whatsoever! It's best if you call penn credit from another phone other than your home phone & do Not call them with your cell phone either! Since it is a 800 number you can call free if charge from a pay phone like at a library etc... Also if you have the *60 feature on your home phone, you can block them from calling your home number! If they call you using another number, with your *60 feature you can block up to 10 numbers! If you don't have the *60 feature you can call your phone co and get it free! I know the frustrations! Hope this helped! By the way, If you really do owe money to any credit collections, getting your bill payed off will get them off your back!

    Bret Lusskin, Esq.
These calls are from Penn Credit Corporation, a very large Pennsylvania-based debt collection outfit.  They are the "partner firm" of the Penn Billing Corporation, a billing corporation that serves many different industries.  Penn Credit is very large; they are among the top 25 debt collectors in America.  They place hundreds of thousands of automated calls every day, many of which may violate federal law.  They have been sued by consumers many times in federal court.  They are located in Harrisburg, Pennsylvania, but have a nationwide collection practice.

Getting calls regarding a person that doesn't live here, has never lived here, and lives in a different state.  Did find out it is a supposed 200 some dollar debt to Sports Illustrated.  The number they said to call I never get an answer. I'm thinking Attorney General now.

    Let's hope...
They were calling several times a day.  I called them, talked to Mr. James, and he immediately identified the company as Penn Credit.  He said he was looking for someone else, I told him we've had this number for over 20 years and no one by that name lives here.  He apologized and said he would remove the number immediately.

It is Sunday night, December 30, 2012 at 8:50 p.m.   The phone just rang, I did not answer it because it was this 800 number.  No message left.  I did not realize that debt collectors were legally able to call people on Sundays to collect debts.  I will never answer this number now that I know it is for a debt collector.
