I just received a call from this number and googled it to see who it was.  I did not answer because I am at work.  I do have a Capitol One card but do not plan on calling back or talking to anyone there.  My problem in the past has been that the person does not speak good/clear english and I do not understand them - so I just hang up or don't answer.
American Express "farms" their calls to India and it is almost impossible to understand them.

you are idiots if you give out personal information for incoming calls.  Capital one would never call and give you information about new legislation.  They would have to call everyone with a Cap1 acct.   They need to have it in writing and mailed to you.  The only other time they would call you is to inform you if your acct has been compromised and they leave a message with a call back # and a case # for it as well.

#1 Easier if you guys just call them back.
#2 All the people that claimed to have given their information out to incoming calls, y'all are prolly part of the scam as well.
    * everyone needs to use common sense about security and this 'phishing phone scam'

The new law prohibits over-limit fees.  Apparently, what Capital One is doing is not allowing any over limit purchases unless you opt for this program offering "emergency cash" that will allow over-limit charges for a fee of $29 (and they sell it is being less than their normal over-limit fee of $39 (which is actually not allowed under the new legislation).

Essentially this is one of the first steps by the credit card companies to circumvent the new legislation.

I finally answered this call today because I was SO tired of it coming in daily. I told the man to stop calling me and he said he only could remove my number if I verified my zip code.  I did and seriously hope I didn't screw myself.  I told him that if he was indeed with CO, he should have my zip code.  He did threaten me... he said that if I didn't give him my zip code he would make a note to ensure that I would be called several times a day until I did so.  I couldn't take it any more.  I gave him the zip code and asked him if he removed my number and he said yes.  I seriously hope the calls stop.

The number is legit. They called and asked for me by name and asked for my zip code. They wanted to know whether I wanted to keep my emergency over the limit charge ability on card &&&& or deny the offer. I said I wanted to keep it. I then called Capital One and asked when the last call was made to me. She said a couple months ago. She said that was for one of my cards ending in ****. That wasn't the card they called about so I had her look up my other card. She said they called today about denying the offer or accepting to keep it on card &&&&. So for me I can say the number is safe. If you are worried tell the caller to make a note on the account that they called you for blank reason. Then call the Capital One number on the back of your card and have the rep look on your account for the last call. Remember that the last calls shown are per card not for all of them so if you have more than one card check them all.

Capital One does have that automated message when you call their number. I've used it for years.

They called me at my home phone but never left a message. If it's Capital One, I don't have a Capital One credit card because I'm under a Debt Management Program but my parents do have one.

Yep, have been getting 2 to 3 calls per day from 800-955-7070 and a message is never left.  Ignore them and don't provide any info about anything to whoever is making the calls. Then you're fine.

NO point restating the same, exact scenario! asking for SS#, CRED CARD # NAME PHONE # AND SECURITY # ON BACK OF CARD!!! SCAM!!!

The phone rings 1/2 ring and hangs up.  When I call back it wants my credit card number.. Says that it's capital one.. Sorry, but I'm not a dumba$$.. I don't give out my credit card number, dob, or social security number on the phone unless I know exactly who I am speaking with.  If this were a legit call, there would be other options.. like being able to talk to a real person without giving out your number. Anyone know how to report this number to the right authorities?? Thanks!

Been getting these damn calls off and on for a good few months. Each time I answer the phone the call disconnects. Its annoying as hell to say the least especially when this is happening twice a day!

I called them back and I too was not feeling the whole entering the number so I called another number I had for them. BTW This is there number.

I made a complaint and told them to removing me from their calling list, there is no need for you to call me, and etc. I was assured that the number was removed...

Fast forward a month later, Just started to get these damn calls again. Twice a day, same style aka always a hang up when I answer the phone. Annoying.

So as I type this, I am on hold with them now asking for a supervisor, because obviously they did not remove me from their lists, as reported a month back.

What a pain... what a pain....

Have been receiving two calls per day from this phone number. They do not leave a message. Someone had answered the phone and the caller stated it was Capital One and they needed to speak with the cardholder, naming the resident cardholder. Said it was important to speak with them, though not a collection call, and they will try back. It's the same friggin guy.

After calling the number back, the cardholder spoke with a live rep who said it was "important they speak directly regarding an important change regarding upcoming legislation effective February 2010 which will impact the account". Basically if a charge is received that goes beyond the limit, the charge will be declined. My sense is that they are trying to sell a pay service which enables a charge to be posted over the limit. The cardholder declined the service and the Capital One rep stated that there would be no further calls.

Two hours later, Capital One called again. No message.

Harassing liars. Do not open any accounts with Capital One. Ever.

Call the number on the back of your credit card and talk to a Cap 1 associate who will transfer you to the outbound call center. They will take you off the automated call list.

Call from Capital One to explain to me the new changes with my card in terms of charges or fees I may incur if I go over my limit.

No big deal. Just take 5 minutes to listen to them carefully. They are calling people who did not respond to the paper correspondence in one of their past statements.
