I got a phone call from 1-850-473-1276 saying it was something final about my credit card.  I immediately hung up.  Later I found out this is a scam so I am reporting it.

I saw this number on my caller ID with the name Tara C. Seay.  There was no message.  I dialed back the number and got a canned message saying the number is disconnected or out of service. I googled the number and found all these informative comments from other people.

Rcv msg warning me that this was my last day to lower interest rates on my credit card. If I can believe them it will be my last call from them.
I really hate missing their fabulous offer. Oh, boo-hoo.

The FTC lady was great, thanks for the FTC's 877-382-4357 number to call and report them, I just did and it was very fast! These scammers have a program that spoofs originating numbers (my guess is it's skype-based), and all they really want from you is your crucial personal information so they can steal your identity. They use the "auto warranty" one on us, calling our home and both our cell phones, again and again, and they pay no attention whatsoever to the national do not call registry. I can only assume the penalties for this kind of fraud must be pretty light, because these people are really persistent and don't seem to fear apprehension at all. Any former Phone Phreaks out there who can come up with something delightful to spike their system? There has to be a way in, because the recording asks you to press "1" or "2" depending on whether you want to talk to a representative or not. Of course "2" (leave me alone) goes nowhere :-)  but choosing "1" will connect you to a live scammer - so somewhere in there, there is a system listening. Hm. If you come up with anything, please post it here so the rest of us sufferers can give the scammers some grief -- thanks!

Caller was a recording, "Don't want to alarm you, but this is the last notice to reduce your credit card interest rates. This offer expires today. Press 1 for lower rates on your credit cards."  After pressing 1, talking to a person. "We are the Card Services. All banks go through us. If you have outstanding balances, we can reduce your rates."  Then hung up when I started asking questions.  Clearly a SCAM.

Don't feel stupid! Con artists are very good at taking advantage of people because that's all they know how to do! Heaven forbid they get a real job like the majority of the rest of us. I hope you got everything worked out!

The number isn't real, so it's a waste of time to report on Do Not Call.  It's a 'ghosted' number.  FTC won't be able to track them down either.  Best you can do is make the caller's time as unpleasant as possible.  Options are to engage them in conversation about the weather or, better yet, keep a loud whistle by the phone which you can use once you get them on the line :-)  Or, lead them on a wild goose chase and give them completely fictisious information of your own.  It'd serve them right.  You might think it's cruel, but these callers aren't dupes of a larger compnay.  They know they're violating the law.

It is total madness that these sociopaths can call me at any time, but I can't call them back. So far, each "person" that has awakened me early in the morning from this number, has been pure EVIL.

The first time, I pressed (1) to talk to a human...and politely asked to speak with their manager to make sure they did not call my number again (which always works with the very apologetic Indians that accidentally call me)...and the guy said, "DO you have high interest rates?"...and I said, "I said, I need to talk to your manager." and....unbelievable...the guy YELLS at me, "IT'S A SIMPLE QUESTION!!! DO. You. Have. High. Interest rates?!"

This angered me greatly and I explained how, for an insomniac, being awakened by these calls, when you FINALLY got to sleep, can be devastating...and you're so adrenalized with anger that you can't get back to sleep...and he said, "Just answer the question. We're trying to help you."
And I replied, "I am this ****ed off with you, and you still think I'm going to do some kind of BUSINESS with you?! You can't do this! It's illegal. You're harassing me in my own home! I'm gonna..."

And the snide ******* actually asked, "What?!...lol...WHAT are you going to "do" ?! LOL"

Then this morning...I realized that if I just yell in anger, the person will probably just hang up...so this time I tried to appeal to their "humanity" and explained that this was serious and I really needed the calls to stop.........and......and again...a smug ******* on the other end, says, "Stop your crying...You have a credit card so we can call you any time."

**I do not have any credit cards of any kind. I don't believe in them.:|**

So I realized, they were probably mixing me up with this old room mate we used to have who had bad credit.
So I said, "No I don't. I do NOT have a credit card."
And the ******* said, "I've got you on my list right here."
And I said, "Awesome. WHAT'S MY NAME...on your list there?"

    And he hung up.
    Pure evil.
The insane helplessness, of how they are in complete control...I can't call this "company", to tell some "supervisor" about what ******** these phone-dudes have been, the conversion only lasts exactly as long as they want it to last...and with the laugh, they snuff it out right as you're trying to reason with them. So juvenile.
And they only call me RIGHT after I've finally fallen asleep (I can't unplug my phone, for work).

So I followed the advice and reported them to the FTC...which was great. Super.
I had to explain to the lady why I was calling her...she sounded very disoriented, but shrugged and took the number...and said "Thanks, bye".
(Really optimistic about their follow-up on that.)

So I call Qwest, and this nice lady talks to me for 20 minutes about some stuff, I could maybe try, but it might not work...and if it doesn't, I can report the number to the Annoyance Call Bureau, but there's not a lot they can do.

How many "reports" have to be made about these people?
They keep calling, using the same phone number, and all of these people here are complaining.
They can read your freaking license plate from a satellite, and track down criminals because of invisible flecks of DNA they left behind...but no one can stop these smug ******** ?!?

Received call at 11:17 a.m. on 09/12/08 - I pressed "1" and then woman comes on the line and informs me that they can reduce the interest rates on my cc's for me.  When I inform her that I can call the cc companies myself to do the very same thing and ask to be removed from their call list, she hangs up on me.  When I called back to verify my name had been removed from their call list, I received a recorded message telling me that the number has been disconnected.

well thank u, i wondered how all these telemarketers were getting all these numbers, thats real bright of the government to hand out phone numbers of ppl who have asked companies not to call.. then have those same companies call everyone on these lists. first three years of registering, i never recieved any calls., now every day, 3,4 phone calls from bogus ppl, and yes on my  unlisted cell too, with texting.why did i pay for unlisted? im being ripped off?? arrrrggghhh
