I got this call twice a week not sure who it is.

We received 3 calls from the jokers. A few more and I will turn them over to the FCC.

they left a robo message, said they were debt collectors. Didn't say what company.

decided to answer, it's a debt agency, wanted my daughter-in-law! Belinda said the company name is EOSCCA.

The FCC has next to no jurisdiction. Debt collection has for decades been regulated by the FTC, and more recently the CFPB. You can't realistically "turn them over" to anyone until laws have been broken, which your sparse comment does not indicate.

Apparently they have more then one office and from reading through some of the stuff I compiled, a tendency to change address's consistently to avoid the C&D, DOV's.  I did manage to find a ton of court cases though where they are defendant, top two current/ongoing, one of which is a class action.

I received a call from 855-974-6104 and I answered; for a second it was a automated receiver saying please stay on hold or something  but was cut off as the caller clicked on.   I said Hello and all they would do is, well sounded like crying, and a female possibly.  I stayed on and kept saying hello, as I was worried someone was in trouble.  They kept "crying" and finally hung up.  I was so relieved to see this is noted to be a debt collector of some kind, which I do owe some over due bills, unfortunately.  But I do know from first hand information that outsourced workers in India and Philippines can be physically harmed for not performing per rules, or mistakes, and some wickedly so.  I feel horrible that someone is being abused by the company they work for, and the person on the other end, sounded like genuine crying.  Makes me sad that the U.S. outsources still, knowing these practices are legal, or should I say practiced.  

we are filling law suit concidering they are  breaking the law....its harassment we received three four calls a day from them using different numbers and from different people and when you try to call back you have to call long distance,they say they are e o s c c a and ,when I traced them and called number back they said it was alcoholic anyomous out of ocean city Maryland ,thats harassment ,if they are bill collectors they are commiting fraud claiming to be someone else ...so I called the place in Maryland gave therm the phone numbers they are also looking for these creeps frauds and harassers........I could also hear crying in back ground,who cares there commiting fraud........get a real job

This number has called my phone 112 times in 60 days.
Most obnoxious company I have ever encountered.

Leaves a message half the time with an automated message.

They call and then hang up when I answer.  Don't know what gives.  I don't owe anyone any money but might have a discrepancy with Waste Management where one hand says I owe them money (I don't.) and when I call them locally they say I am correct, I do not owe them anything.  I am guessing that this might be a collection agency based on what I read on this site, but who knows?

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

I have been receiving calls from this number for the last month. I have received up to 5 per day and no message has been left, no one on the line upon answering. If this is a debt collector, they are doing a horrible job. They should really answer when the phone is answered and leave the name of the company and a correct call back number would be extremely helpful as well. But all be very careful there has been the scams of the collectors calling and threatening to send the police and have the person(s) arrested. Verify the debt before any payments are made, They must give you a reference number and the name of the company that they are collecting for, they should also be able to provide the telephone number of their client as well. If you have verified and this is indeed fraud file suit...

Debt Collector. Calling for my crackhead ex or his crackhead son  with the same name (who have both been un-associated with my # for years now)  - not sure which because I don't answer.
