Actually this is not true - they cannot be fined if they are not solicitating something and trying to collect on a debt.

Yes - you can figure out a way to block the calls but keep in mind that they will call from multiple numbers and you will have to continue to block all of their numbers for a while until you have blocked all of their numbers (which is quite extensive).

Actually this is a legitimate number from Capital One.  They have multiple numbers they call from.  You can always request that you do not receive phone calls and all contact has to come through writing.  You will have to send a letter to them certified return receipt though.  After the letter is received they legally are not allowed to contact you via the phone.

I just got a call from this number and I have only had my new number for less than an hour. Conveniently enough they are calling from an unlisted number, which I question the legality of. I will say, when they call again, I will ask who they represent, make note of the information, and order them to not call again. If they claim that it will take up to 3 days, I will inform them it does not take that long to remove information from their list and it should be done immediately. They will be informed if I receive anymore calls, a complaint will be filed with the Federal Trade Commission. Thereafter, each and every time a call is received from that number, a complaint will in fact be filed with the FTC.  I suggest to everyone else to also instruct the caller to immediately stop calling and make a complaint to the FTC. I had to do this with my old number, but after 4 complaints to the FTC, I finally did stop getting these calls. These companies count on people not knowing about their right to complain to the FTC, but when you complain, the FTC investigates, the company in question risks millions of dollars in fines for continued violations. They will stop if you complain to the FTC enough.

866-364-1639 has been calling me about a debt I owe my current back in 1989. I explained to them that I don't owe such a debt. They have kept on calling me all hours of the day and night at a frequency of about every two house. My ohone company, Comcast, hasn't been able to block them either.

Anyone getting calls from 966 381-1197? These calls come up as "name not found", and cannot be blocked. They never speak or leave a message, and when you dial the number, a recording tells you that you have dialed incorrectly. I have called the phone company repeatedly, and have been told that they have no way of knowing where the calls originated, or of stopping them.

Muust be their collector. They keep calling me for someone who gave them a faked, to them, number and now they are trying to contact that person.I do  not know the person. Never met or talked to the person they asked about. Well, you all assumed they are looking for me. Truth is that they are looking for her, who has an account with them. Mistakes do happen, once inform of it, they need to stop calling me. I just went thru bankruptcy ending 6 months ago, and all the claims were discharged. She can pay her own bills. I have enough of my own.

Tell them about your payment plan. That every time they call -- you will delay the current payment by 1 week.
Tell them to keep right on calling.
I suspect your payment plan agreement is not in writing. I bet you made a sham agreement by phone.
They don't care and they don't honor such.

Back to the top,  at the beginning of each call get the name of the person who you are talking to and write it down. make a not of everything you said.
I sure hope the statute of limitations on your debt was not close to running out.
Once you agreed or made a payment the statute limitations starts over.

Get online and look up-- FAIR DEBT COLLECTION PRACTICES ACT

p.s. Next time they call you, tell them if they call again , violating your payment plan with them that you will have no
choice other than to send them a  CEASE AND DESIST LETTER  telling them to stop all further contact with you
and that you send that by u.s. post office, return receipt requested.  Tell them that if they are refusing to stop harassing
you will calls even though they agreed to the payment plan, tell them you have no incentive either to honor your end of
the agreement. That each time they call violating your agreement, you will delay paying a week.
They call 3 times, you delay paying 3 weeks.  They call 8 times , you delay sending the current payment by 8 weeks.
Don't let them run over you or abuse you. Give them an inch and they will take a mile.
They hope to upset you so you don't think and you just pay them every last cent you have. They don't care if you pay
your rent or buy food. Tell them you will send a cease and desist letter by certified mail return receipt. They
will see your not a fool they can jerk around.
BEST THING IS__ TO DONT EVEN TALK TO THEM ON THE PHONE IN THE FIRST PLACE.
ANYTHING TO BE SAID , THEY CAN PUT IT IN A LETTER.

You're so proud of yourself. Technology, make me laugh.

You can only block so many numbers. Very few. These collectors have thousands numbers they can call you on.

You should have never, never admitted you know the person they are calling for.
Never admitted the person they are looking for is a relative.
They will never stop calling you.
Even if you change your numbers. They will then call your neighbors trying to get your new
numbers and having your neighbors to take a message to you.

Horray for technology, horray you need to learn some sense.

I live in Tennessee and yes, here you CAN put your cell phone number on the do not call registry.
I had a talk about that with Tennessee Commerce and Insurance. The commissioners office said
it don't matter as long as the number is mine, that I can add it to the registry and in 30 days it
    would go into effect.

Lawyers now take these type cases on contingency basis. If you win their fee is paid by the creditor.
It's become big business now for attorneys.
Besides your attorney fee being paid by the creditor, which federal law requires you also get paid money.
    1000.00 dollars or actual damages

You goofed up when you told them your her sister.
They will never stop calling you.
Change your number and they will even call your neighbors, harassing them to get your new number.

Get their address and send them a  CEASE AND DESIST LETTER
Telling them to stop contacting you in any way !
Stop calling your home number, work, or sending letters. That the person they are looking for does not
and never has lives at your address or has never used your phone number and does not have permission
    to use your phone number.

Always keep a copy of your letter, sending the cease and desist letter by u.s. mail, certified with return receipt requested.
keeping all post office receipts, the green return receipt post card you get back by return mail, etc.
staple all that to your cease and desist letter for future action.
If they continue to call you, see an attorney to sue them
Make sure in your cease and desist letter that you put the numbers they are calling you on. The numbers to stop calling.
Make sure your add that the number your listing for them to stop calling . tell them any other numbers they may have now or obtain in the future to NOT call.

Put at the top of your letter in CAPITAL LETTERS

    ---------------------------------  >>    CEASE  AND  DESIST  LETTER    <<  -----------------------------------------

Per federal law, fair debt collection practices act, I and hereby demanding you to CEASE ALL COMMUNICATIONS
WITH ME. CEASE CALLING MY PHONE NUMBER, CEASE CALLING MY NEIGHBORS, CEASE CALLING MY WORK. CEASE CALLING ANY OTHER NUMBERS ASSOCIATED WITH ME. I DO NOT HAVE ANY DEBT WITH YOU AND
I AM TELLING YOU TO CEASE CONTACTING ME IN ANY WAY WHAT SO EVER.

Cease calling the following numbers, but not limited to the numbers listed below:

    ###-##-####

    ###-###-###

only list numbers they are calling you on that you want them to stop calling.

------->>  DO NOT LIST ANY NUMBERS THEY ARE NOT AWARE OF.  DO NOT EVER VOLUNTEER ANY INFORMATION
AS THEY WILL ONLY USE IT AGAINST YOU OR WHO EVER THEY ARE LOOKING FOR...

YOU SHOULD NOT HAVE EVER ADMITTED YOU KNEW THE PERSON THEY ARE CALLING FOR.

IF THEY ARE CALLING , LOOKING FOR SOMEONE YOU KNOW OR SOMEONE WHO IS A RELATIVE.

NEVER, I SAY AGAIN----->>  NEVER ADMIT YOU KNOW THE PERSON THEY ARE CALLING, LOOKING FOR.

THEY WILL NEVER STOP CALLING YOU LOOKING FOR THEM.

THEY HOPE YOU WILL GET TIRED OF BEING HARASSED AND VERBALLY ABUSED SO YOU WILL CALL YOUR
RELATIVE OR PERSON YOU ADMITTED TO KNOWING AND JUMP ALL OVER THEM BECAUSE THEY PUT YOUR
    NUMBER ON A LOAN  APPLICATION.
WHEN IN FACT THE RELATIVE OR FRIEND NEVER GAVE YOUR NUMBER.

NEVER, NEVER, NEVER, ADMIT YOU KNOW WHO THE PERSON IS.
THESE COLLECTION AGENCIES CALL, LIE, AND DO ANYTHING THEY CAN GET BY WITH.
YOU DONT OWE THE DEBT. DONT CAUSE YOURSELF PROBLEMS BY GETTING INVOLVED IN SOMEONE ELSE
    DEBT.

FEW YEARS AGO I GOT AN AUTOMATED CALL ASKING IF SUCH AND SUCH PERSON AT MY NUMBER LIVED THERE.
SAID IF THEY LIVE THERE TO PRESS THE NUMBER 1.
IF THEY DONT, TO PRESS THE NUMBER 7.
I LIVE IN OHIO AND MY NEPHEW LIVES IN CALIFORNIA. THEY WERE ASKING FOR MY NEPHEW.
I KNOW FOR A FACT MY NEPHEW DOES NOT HAVE MY NUMBER. I SAW HIM ONCE 31 YEARS AGO WHEN HE WAS
BORN. I HAVE NEVER SEEN OR HEAR FROM HIM SINCE. I DONT EVEN KNOW WHAT HE LOOKS LIKE.
I AM SURE IT WAS A COLLECTION AGENCY. THEY WERE UNDOUBTABLY CALLING EVERY  BODNER IN THE COUNTRY. THEIR COMPUTER PROBABLY CALLING THOUSANDS OF NUMBERS A DAY DOING THAT.
NEEDLESS TO SAY, I JUST HUNG UP WITHOUT WITH OUT PRESSING ANYTHING. THAT IS WHAT MOST WOULD DO. PRESSING THE NUMBER TO SAY THE PERSON IS NOT ME OR ANYONE I KNOW COULD LOOK LIKE IT'S
THE ACTUAL PERSON EVADING.  I DIDNT PARTICIPATE IN ANY WAY, JUST HUNG UP.

IF I WAS STUPID LIKE A FEW HAVE SAID ON HERE AND ADMITTED I KNOW THE PERSON THEY ARE CALLING FOR.
WHOEVER WAS LOOKING FOR MY NEPHEW WOULD HAVE NEVER STOPPED HARASSING ME.
I READ WHERE ONE COLLECTOR TOLD SOMEONE THAT IF YOU WANT US TO STOP CALLING YOU THEN GIVE US YOUR RELATIVES PHONE NUMBER. OTHER WORDS, DO OUR JOB FOR US SO WE CAN GET PAID A COMMISSION.

NEVER GIVE ANY INFORMATION TO A VOICE OVER THE PHONE WHO CALLS YOU !

NEVER PAY A VOICE OVER THE PHONE WHO CALLS YOU.

I HAVE READ WHERE SO MANY HAVE PAID A VOICE OVER THE PHONE WITH A CREDIT CARD OR BANK ACCT. # ONLY TO FIND OUT LATER THAT THEY NEVER OWED SUCH DEBT. USUALLY A DEBT FROM MANY YEARS BACK.
THEY HOPE YO WILL JUST PAY IT THINKING IT'S SOMETHING YOU FORGOT ABOUT.
MANY HAVE PAID DEBTS THAT WAY WHEN IT WAS A PERSON WITH SAME LAST NAME AND SIMILAR FIRST NAME AS YOURS.
ONE WAS A WOMAN NAMED  TERRY, A FEMALE AND THE COLLECTION AGENCY INTIMIDATED AND HARASSED
HER INTO PAYING, SHE PAID A VOICE OVER THE PHONE USING HER CREDIT CARD.
TURNED OUT IT WAS FOR A TERRY ??? AFTER ALL,  A  MALE.

SO NEVER PAY OVER THE PHONE, NEVER ADMIT TO ANYTHING TO A VOICE OVER THE PHONE ( UNLESS YOU CALLED THEM AND KNOW WHO  AND WHAT YOUR TALKING TO )

TELL THEM TO PUT WHAT EVER THEY HAVE TO SAY IN WRITING AND SEND YOU A LETTER.
TELL THEM TO PUT IN THE LETTER THE__

    NAME OF THE ORIGINAL CREDITOR
CURRENT OWNER OF THE DEBT IS DIFFERENT FROM ORIGINAL CREDITOR
AND IF CURENT OWNER IS DIFFERENT FROM ORIGINAL CREDITOR FOR THEM TO
INCLUDE THEIR PROOF, BILL OF SALE, DOCUMENT'S WTC. WHERE THEY PURCHASED YOUR DEBT
    DATE THEY PURCHSED THE DEBT
DATE OF LAST PAYMENT TOWARD SAID ALLEGED DEBT
THEIR COLLECTION AGENCY LICENSE NUMBER TO COLLECT DEBTS IN YOUR STATE
THEIR PHYSICAL STREET ADDRESS, NOT A P.O. BOX-- NOT A P.O.BOX
TELL THEM YOU WILL NOT SEND PAYMENT TO A    P.O. BOX , THAT IS HAS TO BE TO A PHYSICAL
    STREET ADDRESS.
AND ANYTHING ELSE YOU MIGHT THINK OF FOR THEM TO PROVE YOU OWE ALLEGED DEBT
AND THAT THEY OWN OR HAVE A  "" LEGAL "" RIGHT TO COLLECT SAID DEBT.

THE ABOVE IS USUALLY REFERRED TO  " DEBT VALIDATION " WHICH IS YOUR RIGHT UNDER FEDERAL FAIR
    DEBT COLLECTION PRACTICES AVT.

IF YOUR NOT CAREFUL TO MAKE SURE WHO YOUR PAYING. YOU  LIKELY WILL BE PAYING SOMEONE WHO IS
NOT ENTITLED TO BE PAID. WHO IS NOT THE OWNER OF YOUR ALLEGED DEBT.
IF YOU DO OR HAVE DONE THAT, YOU STILL OWN THE LEGITIMATE OWNER OF THAT DEBT AND WILL HAVE TO PAY IT.
SENDING PAYMENT TO A P.O. BOX OR OTHER BOX IS BAD AND THAT WHY YOU SHOULD NOT.
THEY CAN RENT ONE, DO THEIR SCAM OR WHATEVER THEN CLOSE IT AND MOVE ON.
AT LEAST WITH A PHYSICAL ADDRESS, STREET ADDRESS YOU WOULD HAVE MORE INFORMATION TO GO
ON IF YOU ARE SCAMMED. LAWYERS, GOVERNMENT WILL HAVE MORE INFO ON WHO OWNE, RENTED THE
PHYSICAL STREET ADDRESS YOU SENT THE PAYMENT TO.

BEFORE YOU EVER PAY A DEBT, VALIDATE IT.
MAKE SURE IT IS NOT PAST THE STATUTE LIMITATIONS.
COLLECTION AGENCIES BUY AND SELL DEBT ALL THE TIME.
ONE DAY, WHO YOU OWE MIGHT BE ONE PERSON/COMPANY
THE NEXT IT MIGHT BE ANOTHER.
YOU SHOULD NEVER PAY WITHOUT KNOWING WHO YOUR PAYING AND IF THEY ARE LEGALLY ENTITLED
    TO BE PAID.

***  ALWAYS GET A WRITTEN AGREEMENT FROM THE COLLECTION AGENCY ON THEIR LETTER HEAD BY U.S. MAIL STATING WHAT THE TERMS OF THE AGREEMENT ARE. NEVER MAKE AN AGREEMENT OVER THE PHONE !

COLLECTION AGENCIES  LIE, THEY LIE, THEY WILL LIE, ALL OF THEM LIE.

------>>>>>  GET AN AGREEMENT IN WRITING <<<<<<<-------  by u.s. mail only !
that way if they scam you, are not the legal owner, etc. they did it by u.s. mail and it will / could be mail fraud and
they could / will get into legal trouble for it.

MAKE SURE YOUR AGREEMENT STATES YOUR DEBT WILL BE PAID IN FULL, PAID IN FULL TOTALLY AND
THE COLLECTOR WILL NOT TRY TO SELL ANY FORGIVEN AMOUNT TO ANOTHER COLLECTION AGENCY.

THEY WILL AGREE TO LET'S SAY  60% OF THE TOTAL.
    YOU PAY.

THEY TURN AROUND AND SELL THE REMAINDER 40% TO ANOTHER COLLECTION AGENCY.

THEY LIKE TO USE THE WORDS , YOUR DEBT WILL BE CONSIDERED PAID IN FULL  WITH " THIS "
    OR "OUR" COLLECTION  AGENCY.

SO MAKE SURE ANY AGREEMENT IS IN WRITING AND THEY SEND IT TO YOU BY  U S MAIL ONLY
    NO E-MAILS , ETC.
MAKE SURE AGREEMENT SAYS  PAID IN FULL TOTALLY AND THEY WILL NOT TRY OT SELL OR COLLECT ANY
AGREED TO FORGIVEN , WRITTEN OFF PART OF THE DEBT.
MAKE SURE THE WRITTEN AGREEMENT SAYS THEY WILL REPORT TO THE CREDIT BUREAU THAT YOU DEBT IS PAID IN FULL.  NOT JUST PAID.
---->>  PAID IN FULL AS AGREED   <<-------

MAKE THEM PUT IN THE AGREEMENT THAT THEY WILL PAY ALL YOUR ATTORNEY FEE'S IF THEY VIOLATE
THE AGREEMENT BETWEEN THEM AND YOU.

NEVER MAKE AN AGREEMENT OVER THE PHONE. THEY WILL NOT HONOR IT, THEY WILL LIE ABOUT IT.
NEVER DISCUSS YOUR ACCOUNT OVER THE PHONE.  REQUIRE THEM TO SEND YOU EVERYTHING IN WRITING.
THAT WAY YOU HAVE WRITTEN PROOF WHAT THEY SAID AND YOU COMMUNICATE BACK BY WRITTEN LETTER
    BY MAIL.  PROOF  PROOF  PROOF

IN YOUR LETTER, TELL THEM IF THEY CONTACT YOU BY PHONE AFTER YOU SENDING THEM A CEASE AND DESIST LETTER TO STOP CALLING, THAT YOU WILL STOP ALL CONTACT WHAT SO EVER.
