They use dozens of different numbers from various cities including Norfolk, Va. There have been numerous legal actions filed against them in different States for their illegal collection tactics.

In fact, I think it is a sueable offense when Portfolio Recovery makes these fake calls, isn't it? Especially in a situation like mine, where I am waiting to hear about my relatives and instead the phone call is from scammers calling about my owing $56,000 or some astronomical number like that?
If someone owed you $56,000, wouldn't you take them to court and force them to pay you? So, how come Portfolio Recovery has not done that once during the past 13 years that they've been calling me? Maybe they just made up a number? Just pulled it from out of a hat? This is exactly what they're doing. Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes. The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of the date of the letter and if you do so, all collection activity must be stopped until the debt is verified.
